Add the instant coffee, sugar, ice cubes, and cold water to a mixer or blender.

Blend on high speed for 15–30 seconds, or until the mixture becomes thick and frothy.

Spoon the fluffy coffee over your favorite drink or serve it in a small glass. Dust with cocoa powder if you'd like.
